Construction of cargo terminal in the north of the Krasnoyarsk Territory starts in May
Severnaya Zvezda Company (part of AEON corporation) plans to start the construction of a cargo terminal “Enisey” in Taimyr Peninsula in May 2021. Roman Trotsenko, Chairman of the Board of Directors of AEON Corporation, told TASS at the Krasnoyarsk Economic Forum.
“We have received a positive decision from the Russian Main Department of State Expertise for the design documentation for the construction of the “Enisey” terminal. Construction will begin on May 15,” Trotsenko said, adding that the construction of the facility will take about two years, and the total investment in the terminal will account about 10 billion rubles.
Sea terminal “Enisey” will be constructed at the coast of the Enisey Bay as part of Severnaya Zvezda Company project for the development of the Syradasayskoe Coal deposit in Taimyr. The port will be used for shipping coal concentrate and sending it to consumers, as well as for the delivery of goods and equipment for the operation of the industrial cluster. The production capacity of the terminal will amount to 7 million tons per year with development up to 15 million tons per year.
The project of Severnaya Zvezda provides for the creation of a coal mine with a capacity of 5 million tons per year at the first stage, 10 million tons per year at the second and reaching a capacity of up to 20 million tons per year by 2032. There will be also a coal-preparation plant and the necessary infrastructure, including the offshore coal terminal, road, rotational camp, power plant, airfield and other facilities. The total investment in the building of the entire complex at the first stage will amount to more than 45 billion rubles.

Deep-water seaport in the Arctic zone of Yakutia
There is a plan to build a new deep-water sea terminal in the Arctic zone of Yakutia – in the area of the Naiba village. The Chairman of the Government of the Republic Sakha (Yakutia) Andrey Tarasenko noted in the comments to TASS that the implementation of the investment project will allow to continue the full-scale development of the Arctic, will contribute to the Northern delivery project and significantly improve the lives of people.
The authorities of the region are confident that in order to implement international and regional logistics projects, it is necessary to identify and implement a set of strategic and operational measures, including the creation of a deep-water port hub in the water area of the Northern Sea Route in the Laptev Sea in the Arctic zone of Yakutia. The current state of the Arctic transport infrastructure has low technical condition.
The project provides for the expanding of the boundaries of the Tiksi port and the construction of a new deep-water sea terminal in the area of the Naiba village, which is 112 km from the administrative center Tiksi. “This will allow to ensure the delivery of life-support goods (Northern delivery project) and goods necessary for investment projects”, – said the Chairman.
Kharaulakhskaya Bay, where Naiba is located, was chosen for the construction of a new port due to its deep water and protection from winds. “The location of the berth was chosen taking into account the hydrographic survey [which identified this place] as potential for the creation of a deep-water port hub with favorable wind-wave conditions and sufficient depth that allow vessels with a draft of more than 10 meters to approach the coast,” said Andrey Tarasenko.
According to him, the planned cargo turnover of the projected port by 2032 will amount to 18.3 million tons per year under the baseline scenario and 23.1 million tons per year under the intensive scenario.
The deep-water port in the Arctic zone of Yakutia will also solve the issues associated with the expensive Northern Delivery, says Evgeny Yelegyaev, Head of the Project Management Department of the Center for Strategic Research under the head of Yakutia. The vital activity of all 13 Arctic regions of the republic depends on the Northern Sea Route, which includes not only sea areas, but also port points in the mouths of northern rivers, where ships are unloaded and loaded.
“The main limiting factor in the development of Yakutia is the extremely insufficient development of the basic transport infrastructure,” the expert clarified.
“Transportation is carried out by road, air and water transport. A feature of the Arctic transport system is its seasonal nature: freight transportation is carried out by water transport during the navigation period and by road during the period of the winter roads. The share of transportation costs in the final product is several times higher than at the average Russian level, reaching 40-70%, and in the cost of imported products can exceed 80%, ”explained Yevgeny Yelegyaev.
The lack of year-round transport networks leads to the fact that the implementation of large investment projects requires the construction of special access communications, their length can be hundreds of kilometers, and the cost – hundreds of billions of rubles, which significantly exceeds the economic benefits of the investment objects themselves.
More than 300 thousand tons of life-support cargo (mainly fuel and energy resources) are transported annually using the Northern Sea Route, including more than 100 thousand tons are delivered to Yakutia from Arkhangelsk, Murmansk and other Arctic ports.

Pilots of Rosmorport ensure escort of LNG carriers arriving from the Russian Arctic to LNG transshipment complex
The pilots of Rosmorport continue to ensure the safe escort of the tankers arriving from the Russian Arctic to the LNG transshipment complex, the press service of Rosmorport reported.
In March 2021, the pilots of the Murmansk branch of Rosmorport provided pilotage and mooring to the temporary offshore transshipment complex “Kildin Vostochnyy” of eight gas carriers. Thus, in March, four ship-to-ship LNG transshipments were provided. The complex, where the transshipment operations took place, was created to ensure year-round transshipment of LNG from tankers of the reinforced ice class arriving from the Russian Arctic.
It is noted that the pilots have to face serious difficulties due to the difficult hydrometeorological conditions of the autumn-winter period in the area of Kildinskiy Strait. So, a sharp change in weather conditions and gusty winds can postpone the planned work for up to a day, as well as lead to a repetition of the operation of ships mooring.
The performance of such works is possible due to the high level of personnel training and standards of safety of navigation of “Rosmorport”. It is noted that the enterprise is the largest organization providing pilotage services in the seaports of Russia.
